Summary

Administrative guide for embedding passive solar design requirements into standard USAF facility planning documents. Represents Step 10 of the comprehensive planning process from Vol. II. The four documents covered:

DD Form 1391 — Military Construction Project Data (five-year plan and 35% design submissions)

Design Instructions — how to direct architects/engineers to include passive solar

Contains a checklist (Ch. 6) for verifying all passive solar requirements appear in each document type.

Relevance to the archive

Purely procedural — no physics, no system specifications, no energy data. Shows the bureaucratic mechanism by which passive solar (as defined by Vols. I–II) was to be institutionally propagated across USAF facility construction programs. The absence of water-based passive cooling in this procedural chain confirms it never entered the USAF institutional workflow at all.
